Science Diplomacy: Building the Next Generation of UK–Moldova Partnerships
Returning to My Alma Mater with a New Purpose
Some journeys come full circle.
On 9 July 2026, I had the privilege of returning to the University of Manchester, my alma mater, where I completed my MA (Econ) in International Relations and my MSc in Human Resource Management.
This visit was different.
This time, I returned in my official capacity as Honorary Consul of the Republic of Moldova in Manchester, representing my country at the seminar entitled “Science Diplomacy and International Research Collaboration in the North West”, held at Alliance Manchester Business School, part of the University of Manchester.
For me, the occasion represented much more than a professional engagement.
It demonstrated how education, diplomacy, research and innovation increasingly work together to shape international cooperation.
Science Diplomacy Is Shaping International Relations
International diplomacy has evolved considerably over recent decades.
Today, successful diplomacy is no longer confined to political dialogue.
It also includes science.
Innovation.
Education.
Research.
Technology.
The seminar explored how science diplomacy can strengthen collaboration between academics, diplomats, local authorities and regional stakeholders through a place-based approach.
Rather than limiting cooperation to national governments, discussions focused on how cities and regions can become powerful engines of international research collaboration.
Greater Manchester provides an outstanding example of this model.
Its universities, research institutes, innovation ecosystem and international business community create an environment where diplomacy and scientific excellence naturally complement one another.
A Place-Based Approach Creates Stronger Partnerships
One of the most thought-provoking messages of the seminar was that scientific collaboration should not happen only in high-level meeting rooms.
It should also grow from the unique strengths of individual regions.
This approach recognises that geography matters.
Communities matter.
Universities matter.
Businesses matter.
Local partnerships often generate global impact.
For the Republic of Moldova, this philosophy presents significant opportunities.
By strengthening cooperation between Moldovan universities, researchers, businesses and international partners, we can accelerate innovation while creating lasting academic and commercial relationships.
Diplomacy Meets Innovation
The programme brought together distinguished speakers from the University of Manchester, the Spanish Consulate in Manchester, European research organisations, the European Union Delegation to the United Kingdom and the wider diplomatic community.
Particularly inspiring was the second panel dedicated to Science Diplomacy and the Geopolitics of Place.
Among the speakers was Nicoleta Teodorovici, Consul General of Romania in Manchester and President of the Manchester Consular Association.
Her contribution highlighted how diplomacy facilitates collaboration between universities, research institutes, businesses, investors and public authorities.
She also demonstrated how science diplomacy supports innovation across strategic sectors including:
• Artificial intelligence
• Healthcare
• Cybersecurity
• Green energy
• Aerospace
• Advanced manufacturing
• Digital transformation
These are precisely the sectors that will shape Europe’s future competitiveness.
Why This Matters for Moldova
The Republic of Moldova has made significant progress in strengthening its international partnerships.
As the country advances on its European path, participation in international research networks becomes increasingly important.
Scientific cooperation contributes directly to:
• economic development
• innovation
• knowledge transfer
• investment
• higher education
• entrepreneurship
• competitiveness
Research partnerships also create opportunities for businesses.
Innovation developed in universities frequently becomes commercial innovation.
Commercial innovation attracts investment.
Investment creates jobs.
Consequently, science diplomacy and economic diplomacy work hand in hand.
The North West as an Innovation Gateway
Greater Manchester has established itself as one of Europe’s leading centres for research, innovation and advanced industry.
The University of Manchester continues to play a central role in this ecosystem through world-class research and international collaboration.
As Honorary Consul, I see considerable opportunities to strengthen links between this remarkable innovation environment and the Republic of Moldova.
Future collaboration could include:
• university partnerships
• joint research projects
• academic exchanges
• innovation programmes
• business collaboration
• technology transfer
• entrepreneurial ecosystems
Such partnerships benefit researchers.
They benefit businesses.
Most importantly, they benefit society.
Knowledge Diplomacy Creates Opportunity
Knowledge has become one of the world’s most valuable resources.
Countries that collaborate in research often become stronger economic partners.
Universities frequently open doors for businesses.
Scientists create discoveries that transform industries.
Innovation improves lives.
Science diplomacy therefore represents much more than academic cooperation.
It creates trust.
It develops relationships.
It strengthens international competitiveness.
It supports sustainable economic growth.
For the Republic of Moldova, this presents an exciting opportunity to deepen cooperation with the United Kingdom and our wider European partners.
A Call to the Moldovan Scientific Community
One of my ambitions as Honorary Consul is to help build stronger connections between Moldovan researchers, academics and innovators working across the United Kingdom and Europe.
