Strengthening UK–Moldova Relations Through Greater Manchester
The First Official Engagement of the Honorary Consul of the Republic of Moldova in Manchester
Diplomacy is often measured not by ceremonies, but by the relationships it creates and the opportunities it unlocks.
On 26 May 2026, the same day as the official inauguration of the Honorary Consulate of the Republic of Moldova in Manchester, my first official engagement as Honorary Consul demonstrated how diplomacy, trade, investment, academia, and community engagement can work together to strengthen relations between nations.
During a working visit to Manchester, I had the honour of accompanying His Excellency Ruslan Bolbocean, Ambassador of the Republic of Moldova to the United Kingdom, to a meeting with the leadership of the Greater Manchester Chamber of Commerce, the largest Chamber of Commerce in the United Kingdom.
At the time of the meeting, we were welcomed by Emma Holt, then President of the Greater Manchester Chamber of Commerce and now Chief Executive Officer, together with Lewis Crowe, Head of International Trade.
The discussions focused on opportunities to deepen commercial, economic, academic, and institutional cooperation between the Republic of Moldova and the Greater Manchester region.
While this meeting formed part of my first official engagement as Honorary Consul, its significance extends far beyond a single visit.
It reflects the growing importance of Moldova as a trusted European partner and highlights the increasing interest in developing stronger links between Moldova and one of the United Kingdom’s most influential economic regions.
Why Greater Manchester Matters
Greater Manchester is one of the UK’s leading centres for business, innovation, education, manufacturing, professional services, and international trade.
The region is home to:
• More than 2.8 million residents
• A globally recognised university sector
• A thriving international business community
• Major transport and logistics infrastructure
• Advanced manufacturing and digital industries
• Strong financial, insurance, legal, and professional services sectors
As Salford President of the Greater Manchester Chamber of Commerce, I have seen first-hand the region’s commitment to international engagement and economic growth.

Consequently, stronger connections between Moldova and Greater Manchester create opportunities that benefit businesses, institutions, investors, students, and communities on both sides.
A Growing UK–Moldova Partnership
During the meeting, Ambassador Bolbocean presented Moldova’s recent economic developments, investment opportunities, and prospects for expanding bilateral trade.
Recent years have transformed Moldova’s international profile.
The country continues to make significant progress on its European integration journey.
Moldova has joined SEPA.
EU roaming arrangements are becoming a reality.
European institutions continue to recognise Moldova’s reform progress.
Investment in infrastructure, energy security, digitalisation, and public services continues to strengthen the country’s economic foundations.
Furthermore, the visit of President Maia Sandu to the United Kingdom in 2025, during which she met the British Prime Minister and was received by His Majesty The King, demonstrated the growing strength of the bilateral relationship.
Together, these developments are increasing confidence among businesses, investors, policymakers, and international partners.
What This Means for the Moldovan Diaspora
The North West of England is home to one of the largest Moldovan communities in the United Kingdom.
Greater Manchester, and particularly Salford, hosts a significant proportion of Moldovan nationals living in the region.
Therefore, stronger institutional links between Moldova and Greater Manchester benefit our community directly.
The inauguration of the Honorary Consulate and this first official engagement send a clear message.
The Moldovan community is recognised.
The Moldovan community is represented.
The Moldovan community has a voice.
Moreover, diaspora members through Moldovan Diaspora Business Alliance Ltd play a vital role in facilitating trade, investment, cultural exchange, and educational collaboration between the two countries.
What This Means for International Trade
Trade grows when businesses build trust and develop direct relationships.
Meetings such as this create the foundations for future commercial cooperation.

Businesses in Greater Manchester gain access to a rapidly developing European market.
Meanwhile, Moldovan companies benefit from stronger connections to one of the UK’s most internationally connected regions.
Particular opportunities exist in:
• Advanced manufacturing
• Agritech and food processing
• Technology and digital services
• Renewable energy
• Logistics and transportation
• Professional services
• Financial services
• Legal services
• Education and skills development
As a result, direct engagement between business communities will help accelerate trade and investment opportunities.
Opportunities for UK Businesses and Investors
Moldova increasingly offers a compelling proposition for businesses seeking growth opportunities in Europe.
The country combines:
• Strategic geographic location
• Competitive operating costs
• A skilled and multilingual workforce
• Growing access to European markets
• Strong reform momentum
• Increasing economic stability
For investors, these factors create an attractive environment across sectors including technology, manufacturing, renewable energy, logistics, agribusiness, and business services.
Consequently, Moldova is becoming an increasingly attractive destination for UK businesses exploring new international markets.
Academia and Knowledge Exchange
Universities play an essential role in international cooperation.
Greater Manchester is home to world-class academic institutions.
Likewise, Moldova has a growing and increasingly international academic sector.
Future opportunities include:
• Student exchanges
• Joint research projects
• Academic partnerships
• Innovation programmes
• Professional development initiatives
Educational collaboration strengthens long-term relationships and creates lasting benefits for both countries.
Airports, Logistics and Connectivity
Strong trade requires strong connectivity.
The launch of the direct Manchester–Chișinău route in December 2024 represented a major milestone for UK–Moldova relations and demonstrated the growing demand for stronger links between the two countries.
Although the route has since been suspended, its initial success highlighted the strategic importance of direct connectivity for businesses, investors, students, tourists, and diaspora communities.
Importantly, efforts continue to restore direct air links between the North West of England and the Republic of Moldova.
Discussions are currently ongoing with airlines regarding the potential launch of a new direct service from one of the airports in the region.
Such connectivity would deliver significant benefits for international trade, tourism, education, investment, and business mobility.
For airports, freight operators, logistics companies, and supply chain specialists, stronger links with Moldova would create additional opportunities to support growing commercial activity between the United Kingdom, Moldova, and the wider region.
Moldova’s European Future
Moldova’s European journey continues to gather momentum.
Progress towards European Union membership strengthens confidence among businesses, investors, and international institutions.
Alignment with European standards improves transparency, governance, and market access.
As a result, UK businesses considering Moldova as their next destination can do so with increasing confidence.
Supporting the Reconstruction of Ukraine
The future reconstruction of Ukraine will represent one of Europe’s largest economic projects for decades.
Moldova is uniquely positioned to contribute to this effort.
Its location, cultural familiarity, improving infrastructure, and growing international connectivity make it a natural partner in regional recovery and development.
Potential opportunities include:
• Logistics and transportation
• Infrastructure projects
• Professional advisory services
• Technology and digital transformation
• Supply chain management
• Project delivery and coordination
A stronger Moldova contributes to a stronger and more resilient region.
Building Bridges Through Communication
Successful international partnerships depend on effective communication.
Language, cultural intelligence, and mutual understanding remain essential to successful trade, investment, and international cooperation.
This is why Express Language Solutions Ltd is proud to sponsor this article.
Since its establishment in May 2008, Express Language Solutions Ltd has helped organisations communicate across borders, cultures, and markets through professional interpreting, translation, and cultural intelligence services.
As UK–Moldova relations continue to strengthen, effective communication will remain a critical ingredient in successful international partnerships.
Looking Ahead
The meeting between Ambassador Ruslan Bolbocean and the leadership of the Greater Manchester Chamber of Commerce was more than a diplomatic engagement.
It was a signal of intent.
It demonstrated a shared commitment to deeper cooperation.
It highlighted new opportunities for businesses, investors, universities, airports, logistics providers, and the Moldovan diaspora.
Importantly, it also supports a wider programme of engagement designed to strengthen UK–Moldova relations.
Future initiatives will include continued business engagement, trade promotion activities, and support for participation in Moldova Business Week and future UK business delegations to Moldova.
These activities create a clear pathway from diplomatic dialogue to measurable trade, investment, educational, and economic outcomes.
Most importantly, they reinforce the growing partnership between the Republic of Moldova and the United Kingdom.
As Honorary Consul of the Republic of Moldova in Manchester, I look forward to supporting these efforts and helping create meaningful partnerships that benefit both countries for many years to come.
