A Historic Step Towards Europe’s Future

A Statement by Dina Railean

Honorary Consul of the Republic of Moldova in Manchester, United Kingdom

Chair, Moldovan Diaspora Business Alliance Ltd

CEO, Express Language Solutions Ltd

Salford President, Greater Manchester Chamber of Commerce

The announcement by the Cyprus Presidency of the Council of the European Union that preparations have begun for the formal opening of Cluster 1 in the accession negotiations with the Republic of Moldova marks a historic moment for our country and for the wider European family.

Letter from Cypriot EU Presidency Inviting Moldova to Start EU Negotiations.

This development confirms what many of us have witnessed over recent years. Moldova has demonstrated determination, resilience and a steadfast commitment to reform. Through the efforts of its institutions, businesses and citizens, the country has continued to move forward despite unprecedented external pressures and regional challenges.

The significance of this achievement extends far beyond the technical process of accession negotiations.

It is a recognition of Moldova’s progress.

It is a vote of confidence in Moldova’s future.

Most importantly, it is a signal to the international community that Moldova is becoming an increasingly stable, secure and attractive partner for trade, investment and long-term cooperation.

European Commissioner for Enlargement Marta Kos recently described Moldova as “the best-performing country in implementing reforms among candidate states.”

Such recognition from a senior European leader reflects the remarkable transformation that is taking place.

Equally important is the recently announced disbursement of further funding under the European Union’s Growth Plan for Moldova (valued up to €1.9 billion for 2025-2027). These resources will support investments in infrastructure, energy security, public services, healthcare, digitalisation and economic development.

Together, reform and investment are creating a stronger foundation for sustainable growth.

Strengthening Moldova’s Security

Security today extends far beyond military considerations.

Economic resilience, energy independence, democratic institutions and social stability all contribute to a country’s security.

The European integration process is helping Moldova strengthen each of these areas.

European support has enabled Moldova to diversify its energy sources, reduce vulnerability to external shocks and improve critical infrastructure.

Meanwhile, reforms continue to strengthen public institutions, increase transparency and reinforce the rule of law.

Consequently, Moldova is becoming more resilient and better equipped to face future challenges.

Contributing to Regional Stability

The benefits of Moldova’s European path are not limited to Moldova alone.

A stable, democratic and prosperous Moldova contributes directly to the security of the wider region.

Greater stability along the European Union’s eastern frontier supports economic growth, encourages investment and strengthens regional cooperation.

Furthermore, Moldova’s progress demonstrates that democratic reform and European integration remain powerful forces for positive change.

This sends an encouraging message across the region.

What This Means for International Trade

International trade thrives where businesses can operate with confidence.

Investors seek predictability.

Exporters value transparency.

Companies require efficient infrastructure and reliable institutions.

The accession process encourages improvements in all these areas.

As Moldova aligns more closely with European standards, businesses benefit from greater certainty and improved access to regional and international markets.

Moreover, infrastructure projects supported through the EU Growth Plan will strengthen transport links, energy connectivity and digital infrastructure.

These developments create new opportunities for exporters, importers and logistics providers alike.

A Stronger Environment for Foreign Direct Investment

Foreign investors pay close attention to signals.

The decision to move forward with accession negotiations sends one of the strongest signals possible.

It demonstrates political commitment, institutional maturity and a clear strategic direction.

Moldova’s investment proposition continues to strengthen across multiple sectors, including:

• Information technology and business services

• Advanced manufacturing

• Agritech and food processing

• Renewable energy

• Logistics and transportation

• Infrastructure development

• Professional services

• Digital innovation

As confidence grows, investment follows.

As investment grows, opportunities expand.

Opportunities for UK Businesses

As Salford President of the Greater Manchester Chamber of Commerce, I see significant opportunities for businesses across Greater Manchester, the North West and the wider United Kingdom.

The UK-Moldova Trade and Partnership Agreement provides an important framework for commercial cooperation.

At the same time, Moldova’s European trajectory creates additional confidence for British companies exploring new markets.

UK businesses can contribute expertise, investment and innovation across numerous sectors.

Likewise, Moldovan companies increasingly view the United Kingdom as an attractive destination for expansion, partnerships and international growth.

The Moldovan diaspora also plays an important role in facilitating these relationships.

Diaspora entrepreneurs, professionals and community leaders serve as trusted bridges between our two countries.

Supporting the Reconstruction of Ukraine

Ukraine’s future reconstruction will be one of the most significant economic and infrastructure projects in Europe for decades.

Moldova is uniquely positioned to contribute to this effort.

Its geographic location, growing infrastructure and improving business environment make it a natural partner in regional recovery and development.

Future opportunities may include:

• Logistics and transport services

• Supply chain management

• Professional advisory services

• Construction and infrastructure projects

• Technology and digital transformation initiatives

• Regional coordination and support functions

A stronger Moldova contributes to a stronger and more resilient region.

Businesses entering new markets often encounter language and cultural barriers.

Professional interpreting, translation and cultural guidance help remove those obstacles.

Together, MDBA and Express Language Solutions support UK and Moldovan businesses by enabling effective communication, stronger relationships and greater commercial success.

Looking Ahead with Confidence

This milestone belongs to every citizen who believes in Moldova’s future.

It belongs to the institutions that have implemented reforms.

It belongs to the business community that continues to invest.

It belongs to the diaspora that has championed Moldova internationally.

Most importantly, it belongs to future generations.

The opening of accession negotiations marks the beginning of a new chapter.

Moldova’s future is becoming increasingly secure.

Its economy is becoming increasingly attractive.

Its role within Europe is becoming increasingly important.

I encourage members of the Moldovan diaspora to remain engaged in this journey.

I encourage international investors to look closely at the opportunities emerging across Moldova.

I encourage UK businesses to explore the potential of a country that is rapidly becoming one of Europe’s most promising growth stories.

Today, we celebrate an important achievement.

Tomorrow, we continue the work of building a prosperous, secure and European future for the Republic of Moldova.
