Cultural Diplomacy in Action: The Romanian and Moldovan Blouse as a Symbol of Identity, Heritage and Diplomacy
A Day That Celebrates Heritage and Leadership
Each year on 24 June, communities across the world celebrate the Universal Day of the Romanian and Moldovan Blouse, known as the Ia.
The date also coincides with the traditional midsummer celebration of Sânziene and, importantly, the International Day of Women in Diplomacy.
The convergence of these celebrations is particularly meaningful.
It offers an opportunity to honour the cultural heritage that unites us while recognising the contribution of women diplomats who represent the Republic of Moldova with professionalism, dedication and dignity on the international stage.
As Honorary Consul of the Republic of Moldova in Manchester, I was honoured to attend the celebration hosted by the Romanian Consulate General in Manchester, alongside representatives of the Romanian and Moldovan communities, artists, community leaders and diplomatic representatives.
The event reminded us that diplomacy is not only conducted through official meetings and agreements.
It is also built through culture, identity and shared values.
The Ia: Moldova’s Most Authentic Ambassador
In diplomacy, the Ia remains one of the most authentic symbols through which we promote the Republic of Moldova.
It reflects our culture.
It reflects our traditions.
It reflects our values.
Most importantly, it creates bridges between people and cultures.
Long before formal diplomatic institutions existed, traditional clothing told the story of who we were.
Today, it continues to tell that story to the world.
The cultural value of the Ia is now recognised internationally.
The inscription of the Art of the Traditional Blouse with Embroidery on the Shoulder, known as Altița, on UNESCO’s Representative List of the Intangible Cultural Heritage of Humanity confirms the importance of this tradition.

At the same time, it reminds us of our responsibility to preserve and promote it for future generations.
More Than a Garment

The Ia is much more than a piece of clothing.
Every stitch carries part of our history.
Every pattern reflects our values.
Every embroidery tells a story.
Through this heritage, passed from generation to generation, we maintain a living connection with the traditions that define us.
When I spoke during the event, I reflected on the shared cultural heritage of the Republic of Moldova and Romania.
The Ia symbolises the roots and traditions of our two nations.
Although borders may separate states, culture continues to unite people.
Language, customs, folklore, music and traditional dress remain powerful expressions of a shared identity.
What the Ia Means in Diplomacy

For many Moldovans living abroad, the Ia represents far more than tradition.
It represents:
• Home
• Family
• Parents and grandparents
• The hands of a grandmother creating beauty with patience and love
• The connection between generations
• Cultural identity
• Authenticity
• National dignity
• Our roots
• Our history
• Femininity
• Art
• Pride
• The Republic of Moldova
• A people and their story
• The longing for home
• The beauty inherited from our ancestors
Above all, the Ia carries the story and soul of the Republic of Moldova beyond our borders.
Through the Ia, we show the world who we are and where we come from.
In many ways, it serves as Moldova’s cultural passport and identity card abroad.
Leadership Through Participation

One of the highlights of the event was the traditional blouse fashion walk involving members of the Romanian and Moldovan communities.
Leading the procession was Mrs Nicoleta Teodorovici, Consul General of Romania in Manchester and President of the Manchester Consular Association.
Her participation reflected genuine leadership.
Leadership is not simply about addressing an audience.
Leadership is about standing alongside the community.
Leadership is about participation.
Leadership is about example.
Her presence at the front of the procession demonstrated a strong commitment to preserving and promoting our shared cultural heritage.
Cultural Diplomacy and European Values

The celebration also carried a wider significance.
The Republic of Moldova continues its European integration journey.
Culture plays an important role in this process.
European integration is not solely about institutions, legislation or economics.
It is also about identity, heritage, diversity and mutual understanding.
Events such as this strengthen Moldova-Romania cultural diplomacy while contributing to wider UK-Moldova-Romania cooperation.
They demonstrate that cultural diplomacy remains one of the most effective tools for building trust and lasting international relationships.
A Symbol of Hope and Regional Cooperation
The participation of the Romanian-speaking artist Anna Ravliuc from Ukraine, added another important dimension to the event.

Her presence reminded everyone that culture transcends borders and remains a source of resilience during challenging times.
As discussions increasingly focus on the future reconstruction of Ukraine, cultural cooperation will continue to play a valuable role in building understanding, preserving identity and strengthening regional partnerships.
Looking Ahead
The Ia is poetry.
The Ia is memory.
The Ia is identity.
The Ia is love for one’s homeland.
Most importantly, the Ia unites us both at home and around the world.

As we celebrated the Universal Day of the Romanian and Moldovan Blouse and the International Day of Women in Diplomacy, we were reminded that culture remains one of the strongest foundations of diplomacy.
Trade may create prosperity.
Diplomacy may create partnerships.
Yet culture creates understanding.
That understanding will continue to strengthen the ties between Moldova, Romania, the United Kingdom and the wider European family for generations to come.
